Thereâs no Constitutional mandate for a public address, only that he updates the Congress âfrom time to timeâ. It doesnât even have to be annually, and it doesnât have to be all that formal. It was incomparably unbecoming of the Republican Speaker of the House when he invited Netanyahu to address Congress in order for him to lobby against the US President. The security of the entire countryâs leadership housed under the same roof, on the other hand, is a serious matter becoming of the Speaker to consider.
