It was an act of desperate authority then, but it was without a doubt the baby of Bush and his neocon cabal.
Now that the Tea Mob has infiltrated their works, suddenly the DHS is nothing more to them than a convenient whipping boy, and just another funding fiasco, the most available “big government” program that was coming down the docket pike just as the Tea Mobbers in Congress were feeling their 114th oats.

Memo to Repubs: Once you obtained the majority in both houses of Congress, you have to be FOR something rather than merely trying to THWART the will of the President and the American people.
DHS won’t be shut down…just people will be forced to go to work without pay because they’re “essential”. You know, maybe it’s time someone, somewhere suggest that Congress just past a bunch of clean Continuing Resolutions funding the government through March 2017 and then go home.
Not to worry; he’s just positioning himself as a reasonable maverick/elder statesman who has nothing whatever to do with (horrors) shutting down the government! Keeping his skirts looking clean. How else do you think he’s survived for these decades? Certainly not by doing anything effective to moderate the extremists.

Whenever walking brainfart John McCain is correct, I believe the operative term to be used is “stopped clock”.
DHS itself was a bad idea, but the agencies it contains, for example, CBP, TSA, FEMA, Coast Guard, perform vital security functions on a daily basis that the majority of Americans cannot even comprehend. Do you know how many foreign visitors arrive at our Ports of Entry on a daily basis? Many Millions. How many flights depart and land? Fires, Floods, Tornados, Hurricanes and other disasters? It’s better that the work of these agencies stay out of the public eye–many of their greatest successes never even make it to the media. For very good reason. So, generally, people who believe DHS should be defunded are clueless about the reality they depend upon on a daily basis. There’s a labor strike going on in Long Beach right now. Cargo ships are visible for miles and miles stacked up along the west coast waiting to be unloaded. These containers might contain anything, but they are the lifeblood of American Commerce. CBP is responsible for monitoring and inspecting these, among it’s other essential duties.
Shutting down DHS and claiming ISIS is an immediate threat, and we need to be on guard for foreign fighters returning to the U.S. would seem to be mutually exclusive.
