Russia has kept pushing for Ukraine to decentralize its government, which would give more power to the regions, including those in the east, and allow Moscow to keep those areas in its sphere of influence.
The word “keep” is misplaced. All of Ukraine (excepting now Crimea) is governed from Kiev. Moscow does not have any regions to “keep.” Separatists want to take away Donetsk Oblast and probably Lugansk Oblast but they haven’t succeeded and none of that is governed from Moscow, hasn’t been since 1991. (And yes I realize it’s far away and confusing).
