I only wish governors of benighted states would follow your example, and that the people of America would rise up and demand an end everywhere to the national shame of capital punishment.

Nice job of wrapping up the legal details here. It will save a lot of money and time while assuring these four condemned people will live unhappily ever after.

Yes. The state’s power to execute these people as noted in the article was found wanting by some though it wasn’t a slam dunk. Long extended appeals on the matter seem misguided. Even if you support capital punishment, which I do not, this path arguably is appropriate.
I live in MD. He’s not that great. Even many Democrats in MD don’t like him. That’s how Hogan got elected. This is a good decision by him though.
