Marijuana Legalization And NYC Subway Fixes Top Cuomo’s 2019 Agenda
Seems a tad unambitious to me, but OK.
Provided the two things aren’t connected.

Legalize it. But then confront the fact that 1000’s of man-years were spent in NYC jails for possession of it. Lives were ruined because of a joint or a dime bag. Legalization is an admission that was wrong. So say so.
I assumed that was the meaning of “Subway Fix”
One will pay for the other.
Weird, seems Cuomo’s #1 item isn’t on this list…

Back in the 80’s when I was a undergrad student in Business and Liberal arts I took some criminal justice courses. One day we did a field trip to Rikers Island which was quite illuminating during that era of high crime and the early days of the crack era. You could see the number of people in there for low level drug offenses and could not make bail. The lock em up mentality seemed to rule with little prospect of less costly alternatives with better outcomes. Thankfully we’ve learned a bit since then.
One of the first things that should be included in marijuana legislation is the expungement of prior low level offenses.
I guess every once in awhile ambition aligns with the will of the people.
