I really do believe the culture of corruption that has arisen in Manhattan the last 20-30 years has emboldened Trump. He learned in an environment where if you have enough money anything goes. It is OK to cheat the little people and paying taxes is for suckers. There have been very few prosecutions of rich people taking advantage over that time. Oh, occasionally you will have a Martha Stewart but even her case demonstrates the lax approach to white collar crime taken by leaders in New York both State and Federal. God only knows how many billionaires play the same illegal games as Trump while law enforcement in New York turns a blind eye because they want high paying lawyer and accountant jobs.
