Quite probably he will receive a written order to stay off Target property in the future, based on his past conduct. Then if he comes back, he will face much more serious consequences than a $75 ticket.
Dear TPM, this is not a new policy for Target. They merely restated their policy in light of the anti-trans laws that were popping up everywhere.
