Sounds like a well thought out plan to shove money around until it landed in the hands it was intended for from the start.
It did say, the gov can move it as he sees fit. He just had to paint a picture that kept him from looking like a thief chief.

He certainly is. I don’t know why Democrats won’t make the argument that opposing Obamacare and it’s Medicaid expansion is the antithesis to being pro-life. You can’t be simultaneously for preserving every life, even human beings that aren’t fully formed, yet also be against providing the necessary care that extends life.
