The cost is so astronomical I don’t know how anyone can host without a major commitment at the national level.

Oh, goody. The state of California in general and the citizens of Los Angeles in particular can pay a fortune for the privilege of incurring massive long-term debt to host an event led by one of the most corrupt organizations on the planet.
This makes all the professional sports boondoggles look like child’s play in comparison.

Much of the infrastructure is already there. Not much to build, and the 1984 games actually made money for Los Angeles.
Los Angeles made money last time they hosted.
Different era, though. Smaller games, no need for today’s security demands, far less traffic, and no need to find an extra 2.3bil to fast-track the necessary rail projects.
It’s possible, but I wouldn’t bet on it.

You need to read about the '84 games. LA may be the only city in the world in that position, but they will likely turn a profit in 2028, too.

It still pales in comparison to what’s required now. Rio deployed nearly 90,000 persons for security last year vs. about 17,000 for the 1984 games.
Two agencies --the LAPD and FBI-- coordinated the bulk of the security in 1984. In contrast, about 60 security agencies were involved during the staging of Super Bowl L.
