Just wondering if there ever was a time that law enforcement/security people of any stripe have said “things are about as secure as we can reasonably expect make them without martial law or some such at a price people would be unwilling to pay”?

Exactly. These people seem to think that we need to turn all 1954 miles of the border into what East Germany had during the '70s and '80s, with mines, scatter guns and guard towers every few hundred feet.
