Certainly has nothing to do with peace enforcement. This is what the little children in the surrounding neighborhoods of the protests will remember most about the nights after Michael Brown died.
We are at war with our own citizens just like the Red Coats treated the colonists.
These devices were made for a very specific military purpose: to disorient targets while attackers get into position. You can argue for their use in executing warrants against probably-armed suspects, but otherwise it’s just inflicting pain for the heck of it. (The effects are designed to be short-lived and very local, so it’s not particularly useful for crowd control unless it’s meant to make people believe you’re going to start firing lethal weapons at them if they don’t disperse. Which is, uh, unlawful.)
