The practical import of this is minimal, I suspect, because Trump and his team simply do not follow the rules for handling sensitive material. So Kushner explained to the satisfaction of the FBI why he agreed to participate in a meeting where foreign nationals were promising in kind campaign contributions in the form of oppo research on his father-in-law’s opponent in a Presidential campaign?
