This announcement came within hours of Deputy AG Rosenstein’s statement to the AP that he would have to recuse himself if Mueller started to look into his involvement in Comey’s firing.
If Rosenstein recused, Conway wouldn’t have been next in line as head of the Civil Division but close enough to draw a great deal of unwanted attention.

He probably thought it best not to be exposed as the Clinton hunter he has been for years and years. He made a lot of money from right-wing welfare groups by chasing the Clenis, and he is making more in the white-shoe business now. No sense on doubling down on crazy, let Kellyanne carry that carton of cash to the bank. They partnered up well going after Bill; second acts like that are hard to repeat.
But he said he had decided that “for me and my family” it was not the right time to leave the private sector.

Over the weekend I heard about a bright and able transition staffer who has decided not to accept a (nonpolitical) staff position under McMaster. This is a very intelligent guy who would have served with distinction, but who felt working in the Trump administration would be too dark of a stain to remove from his resume.
Yes, good people are not working for this president. And it is a trend that will only grow worse.
