I agree with you, for the simple reason that McConnell’s method of passing a bill of this importance doesn’t have a precedent.
McConnell’s blocking of a Supreme Court nominee did not have a precedent either. The GOP moderates* have a long history of voicing concern in an attempt to look sane and reasonable before voting as instructed. I keep flipping between this being just another case of crass showmanship and the plan actually being at risk of passing. I wonder if McConnell, who is a master of political process, would bring this to the floor even if he knew it wouldn’t pass as an FU to Ryan and the House for putting this on his doorstep in the first place.

I wouldn’t be surprised if McConnell did take it to a vote in spite of not having the votes just to finally kill the thing. There are other ways to do tax reform and there are other programs for them to gut, even if they’re not as splashy and dramatic as killing the ACA. And Ryan would keep his mouth shut because he knows he’s just a warm body meant to fill the Speaker role and can be replaced in an instant. Still, no one should hope for that and thus they must keep needling the Senate
