I think that he meant to refer to “thigh gap.”
Watching the video, Klemp actually points to the gap in his own teeth while he’s making the “joke”. His intention was clearly to temper his criticism of the city planner, Penelton, by implying they SHARED some superior attribute revealed by the tooth gap they both shared. In this case, there is no indication he was being deliberately racist.
