From that article; the only article that makes such a claim (anyplace else you read this assertion only quotes this one source: “The ex-KGB strongman attracted the support of four out of five Express.co.uk readers, compared with just one in five who opted for the current PM running the country.” (emphasis mine).

In other words, the (infintesimally small, see below) readership of an extreme right-wing newspaper prefers to have a dictator govern them. This should surprise no one and means absolutely nothing about how people in general think about anything.
The Wikipedia article about The Express is an interesting read: seems outside of its readership (a measly 400,000, less than a third the circulation of the Sun (1.7 milliion), the Mail (1.5 million), half the circulation of both the Evening Standard and the Mirror (800k each)) it’s a laughing stock that loses more libel suits than it wins.
Look up the source of the circulation figures yourself; the five minutes of research I did refuting your bull is all I can spare for you and your ilk.
