If ISIS was up to this, they’d be #1 on my list. I don’t know that Russia would be all too thrilled if North Korea was nuked though, given geography.

In this case, no. The US military probably has more “eyes” on NE Asia than anywhere else in the world. Japan does not have an offense missile system. If there is to be a retaliatory response to a NK launch, it will be conventional and come from the US first, followed by Japanese war planes being scrambled. It was probably the US military telling the Japanese military that there was no launch.
The most frustrating thing about the discussion around the threat of a NK nuclear strike is everyone immediately assuming that we will launch a nuclear response. We have so much conventional fire power in that region, as does SK and Japan, that there is no reason to “go nuclear” were NK to launch. The problem is that if we start lighting up NK with nuclear weapons is that the fallout, depending on the winds, travels towards SK, China or Japan.
