Well, it was dismissed for lack of jurisdiction, not on the merits. If this court doesn’t have jurisdiction, refiling isn’t an option, anyway. Moore can appeal the ruling. And I’ll bet he does.

Moore was seeking a restraining order, technically a temporary restraining order, or TRO. This is not highly technical law stuff.
