Of course they did after all only “the other” uses public housing why does anyone think this administration cares.

It is absolutely disgusting that people in this country live in these circumstances. And that those who allow them to live like this get away with treating human beings like this. It is evident that there is a sizable core of people who have no moral compass, lie, cheat, steal, etc. Supposedly the wealthiest country in the world. Thank you, the 1%.

For its part, HUD has faulted New York for not embracing other options
to fund repairs, such as leasing buildings to private developers under a
special program the department calls the Rental Assistance
Demonstration.

Because there’s nothing that could go wrong there. (See, for example, the paragraphs about chicago, where tenants evicted for reconstruction couldn’t get private landlords to accept their assistance vouchers, and were never contacted when public apartments became available again.)

I rehabed a 1928 apartment complex. I never asked any one to move out. I instead completed work on empty units them moved tenants into those. I then completed the new set of empty units. I gave folks the option to stay where they were or moved back to their original unit. I did all moving at my expense. Between unit remodels I also did common areas and landscape. Yes cost more but then I did not need to hire a marketing firm when done. So I believe cost were a wash. Can be done if GREED was not THE motivating factor.

Yep, it can be done. But way too often the developers willing to bid on this kind of thing are just evil. (A friend once lived in a small complex where the new developer sandblasted without sealing windows, threw construction debris out of upper-story windows and various other interesting behavior in an attempt to clear the buildings. One tenant died that I knew of. )

Died, or was killed?

Older person. So they might have died soon even if not living in a 12-hour-a-day construction zone and afraid to leave their apartment. Or they might have lived another 10-20 years.

Yeah, you can definitely rehab a complex without moving people out and do it right. We recently rehabed a 100 unit senior complex without issue. I guess it just comes down to the owner and their motivations… I get that funny feeling that someone wants to get those buildings condemned and rebuild something more profitable instead…
