It’s interesting that he found it necessary to use the qualifier “most” rather than “all.”

Yeah… I hate to break it to you Mikey but congress has exempted itself from scores of laws over the years. I’d be very impressed if you decided to wipe those away too.

Don’t most of them get their coverage on the D.C. exchanges, and are therefore basically protected from what their home states might do?
