It’s impossible to know what a state would do if a local authority chose the wrong policy.
Probably about anything would be OK as long as it inflicted pain and duress on a non-white, non-Christian, non-hetero citizen.

Mark my word, I’ve predicted it here before, and it’s going to happen. A citizen, or security guard, or policeman, is going to intevene and attempt to prevent entry or eject a trans person from a restroom. It’s going to result in a heated dispute. Words will escalate to a scuffle. And the trans person will be killed or maimed or severely injured. And people will say they asked for it, they had it coming to them. And the offender will be let off without charges, or get a slap on the wrist.
A security guard was arrested on Wednesday after harassing a trans woman trying to use the womens’ restroom inside a Washington D.C. grocery store, WRC-TV reported.
The unidentified guard was charged with simple assault after allegedly pushing the woman out of the bathroom inside the store, which is part of the Giant grocery chain.
The company released a statement saying it could not comment on the incident as it “involves a third party that provides security services for Giant.”
While WRC reported that the guard in question is a man, WJLA-TV described them as a woman, saying that the guard is also being investigated for allegedly uttering a homophobic slur during the incident.
Giant was sued last year by Sam Melrath, a trans male employee in one of its Philadelphia stores, who said supervisors forced him to wear a low-cut t-shirt issued to female workers. Melrath resigned after a manager allegedly rejected his complaint regarding the shirt, telling him, “You get what you get, and you will like it.”

Seems to me, local school districts did have the authority in some states to protect against discrimination of transgendered youth, and those states took it away from them intentionally. So if you give it back to the states, what’s to prevent that from continuing to happen? This legislation doesn’t prevent that from happening if a state chooses to pass idiotic laws to take away local control. Naw…this GOoPer is just trying to find another bullshit way for the state to legalize discrimination. Federal law oversees discrimination and civil rights protection. Let’s keep it that way Representative, even if if bothers your delicate sensibilities.
And Obama can and should issue another executive order to neuter this bill if it ever gets that far. Game, set, match!

Well at least it’s not a waste of time since the President can’t veto it. Or something.
Interestingly enough, he doesn’t actually have to do anything. They are happy to do this all to themselves.
The President can’t override federal legislation with an executive order. The original guidance was reminding states of the provisions of federal law that prohibit discrimination based on sex by institutions that receive federal funds. This is entirely within his constitutional powers. The best the president could do is define how such a federal law would be enforced. It looks like we’re on our way to “don’t ask, don’t tell” bathrooms.
