I read it as if the law would only apply in states that already allow concealed carry. No states outlaw it outright. Many limit non-residents however and about half have reciprocity agreements already.
A no-issue jurisdiction is one that â with very limited exceptions â does not allow any private citizen to carry a concealed handgun in public. The term refers to the fact that no concealed carry permits will be issued (or recognized). Since July 2013, with the legalization of concealed carry in Illinois, there are presently no no-issue states per se; with only the territory of American Samoa being the only U.S. jurisdiction that completely prohibits concealed carry.
