According to Donovan’s account of his meeting with Trump, he did raise the issue but was rebuffed by Trump aides who insisted he go through the proper channels of the DOJ to obtain a pardon.

Yes, because we all know in the Trump administration Presidential pardons are scrupulously reviewed and put through the required layers of vetting before they're granted.

Yes Staten Island, the “Appalachia” of the five boroughs, I assume when those good folks in fly over country derisively refer to “East Coast Elites” they’re not talking about Staten Island.

There is a story that there was a dispute between new york and new jersey over which state should get staten island, and that the argument was settled by a boat race. Loser to get it.

Give Staten Island to NJ
Take the remaining 4 boroughs + Westchester + the rest of Long Island and make it a State.
