The key words in this statement are “Immediate source.” So, they guy that dropped them off at the Ecuadorian embassy (virtually speaking, of course), was not “the Russian government or a state party”. He just happened to get them from someone that was.
If you read the NYTimes article detailing the hack, the Russians are known to impersonate other hackers. They impersonated Guccifer (Romanian) using Google translate, but impersonating an English speaker would be easier.
