I’m totally sure that a dispassionate discussion of surrogacy was the sole cause of his resignation. Totally.

Rep. Trent Franks (R-AZ) on Thursday said he will resign from Congress in January 2018 after learning that the House Ethics Committee is reviewing a “discussion of surrogacy” Franks said he had with “two previous female subordinates.”
I imagine the use of visual props crossed the line just a tad.
I read about a situation exactly like this in a book by Margaret Atwood.
Anyone else get the feeling that Franks probably asked women on his staff to be the surrogate?

I suspect that’s where this is going, yeah. 
And he didn’t feel that there was any need for artificial insemination, as a conservative he believes the good old way is better in all cases.

But I doubt it stops there. You don’t resign from congress over discussions about surrogacy, especially if you’re a Republican. I also read today that the accusations against him have been going on for years, that it was known he had a problem. So, again, I kinda doubt surrogacy was the discussion anymore than Russian adoption was the topic of Don Jr.'s discussion with that Russian lawyer.
Well yeah, he is a “conservative” after all. And if you read your Bible, Abraham was big on making surrogate mothers out of the household help.
With a cover story that creepy, the real one must be a doozy.
Who can blame the GOP for hating science? A Congressman discusses one scientific topic with his staff and he gets forced out of his job. Science is fucking dangerous like that.
But he broached the topic with less sensitivity than perhaps he should have. 
He realizes that now.
