Of course it won’t. The man is crooked as a dogwood tree and the investigation will turn up at least some of the crimes he’s committed. It won’t exonerate him. Nunberg is well aware of that which is why he made that statement.
First thing to comprehend is that Nunberg is a Republican policy analyst, that should be the first clue.
The move for those who want to fire Mueller would be to fire Sessions or force his resignation. Rosenstein would become the acting AG, but Trump may have some power to name a new acting AG from within the department (not sure). That new acting AG could then fire Mueller.
If Trump is thwarted in going around the line of succession at DOJ, then he would have to appoint a new AG for confirmation. Of course, a commitment to protect Mueller would be a key part of any hearing, but like Neil Gorsuch and every other GOP court nominee, they could just lie to the Senate and then go and do Trump’s bidding once confirmed.
So, as much as I want Sessions to go down, I think he has to be in the final 3 that get indicted to protect the Mueller probe.
It might not be a crime for me to cheat on my spouse and it’s certainly not a crime for me to be an atheist, but neither are good for a career in politics. And in the case of collusion with Russia, how far down the road would Trump need to go to “prove” that it wasn’t a crime?
He’d appoint an interim AG and then he’d have to make a permanent appointment that would go to Congress for affirmation.
