I call Bullshite. How does ā€œfacial recognitionā€ require actual humans? Unless you are trying to recognize specific persons. Get a competent artist to render them some, fer chrissakes.

No itā€™s not. The brain is hardwired for facial recognition (unless you have the disorder that messes up that wiring). Moreover, shooting at photos of peoples faces would have absolutely no training effect with respect to facial recognition, particularly at the distance these guys are likely shooting, which no doubt obscures any facial details on the photo.

Sounds like a total BS story by Chief Dennis. Why? Iā€™m no expert, but I do believe that when using human targets, you have the entire body and you aim at the torso, so any face shots would be bad shots. In this case it appears the ONLY thing they used was the face shot as a target. That is NOT how you do it, you never aim for face, limbs, etc. You aim for the torso, so to not have that as part of your target makes no sense. The only exception is a sniper in a hostage situation, that is ā€œhead shotā€ time. But these were ordinary cops practicing, so there should be entire bodies as targets. So this Chief Dennis appears to be full of it.

The Chief is a liar, most likely, and the practice is frankly evil.

The suggestion to use pictures of other cops is valid. It would either serve the stated purpose without creating a bad impression, or, more likely, educate the officers as to why the practice is unacceptable.

Also, sorry Chief Asshole, but leaving mugshots of former suspects behind to be found also violates their privacy. Double bad practice.

So in essence they are being conditioned to respond to shooting black males.
