I wish the Army would prohibit JROTC organizations from accepting donations from the NRA. Plenty of defense spending sloshing about - fund the marksmanship programs directly.

Kevlar sheets used by the rifle program

WTF. Used for what? The only use I’ve ever heard of for Kevlar is body armor.

A little help? Anybody?

Kevlar sheeting keeps them from practicing on the spectators.

To protect areas around the paper target from stray shots, ricochets, and so on. This is relatively common with air rifle ranges, for instance, because it lets you set up the range just about anywhere, like a school gym, whereas a rifle range really has to be in a purpose designed facility (or outdoors – or both).

edit: I’m not endorsing the idea of setting this up in a school. Just answering the question

This just boggles my mind. Rifles in schools? In the hands of students? As a sponsored activity?

The NRA produces a firearm safety program for students through
third grade, known for its “Eddie Eagle” mascot. The program
teaches children not to touch guns and to run away from them to
             prevent accidents.

Looks like they need to run the program up through grade 12 …
