I hope that the judge respond with the legal version of, “Tough shit.”
How could he atone? It’s not just the millions of dollars he skimmed, it’s the whole population of the state he sold out through backroom deals.
He could begin atoning, perhaps, by documenting every one of those deals: who bought him, whom he bought, for exactly how much and for what goal.
