I get the impression that Rush went with the Trump flow rather than really actively initiated it. He saw the direction right-wing nuttery was trending and decided not to be left behind. I could see him personally not really loving Trump and vice-versa though.

If you’ve ever had a construction project on your house, you know how it goes. They call it “cost overruns” or something, but the project NEVER comes in at the original estimate even if in this case it’s billions.

It’s caused the desired behavior in Trump, who is now flip flopping again and making his empty boasts about building a wall…“sometime”. Everyone knows, including Limbaugh, that it ain’t happening. But folks like Rush see it as good political rhetoric, and don’t want him to give it up, or be perceived of taking a stance that makes it unbelievable to his idiot base. Basically the ideal situation from Rush’s POV is for Trump to make lots of noise, and then grumble, sign the bill without any funding, and then go right back to making lots of noise. Pure theater in other words.
And that is very likely what will happen. A lot of interest has been on how GOP Congress critters distances themselves from Trump ahead of 2018, but the opposite is just as likely (if not more likely) to occur. Trump will want to create distance by blaming Congress for not working hard enough, supporting him, blah blah blah…so they become the scape goat for his failures. After all, they are going down anyway, so why not lay the blame on them? This particular situation is a perfect example of this.
