You can bet all the downwind states have the lawyers working on the lawsuits against each and every state that modifies their laws in this manner. It is not the immediate area that suffers, exception those within a mile of the plant, but those in the neighboring state. We want acid rain back it did our forests good.
A few years ago TVA had to make a choice, rehab a coal plant or build a new NG plant. They chose to build new. The reason was that to rehab the coal plant would have taken 2 times the time and almost 3 times the cost vs building new.

Another reason to phase out coal. With more marginal coal seams being mined, the type of black lung is trending toward silicosis and workers are being incapacitated at a much younger age than in the past.
