How is it legal to use music without permission to begin with? Or is it legal unless the owner asks you to stop?

Her parents listened to Rush and liked him…at the time, back in the 80s, she hadn’t a clue who he was. He pays a usage fee to her and her record company I believe, and she donates all of it to PETA.

Using someone’s copyrighted music at an event like this without permission is almost always illegal. It’s obviously a difficult thing to enforce because the copyright holder and the people who manage the licensing can’t be everywhere listening to what they put on the PA system.
