Iâm as sick of Roy Stewart Moore as anyone, but he would be well within his rights to demand a recount, provided he follows the rules.
Hereâs how it works: After all votes are counted, including overseas ballots, provisional ballots and possibly write-in ballots, if the margin separating the two candidates is not more than 0.5% of all votes cast, then the state is obliged to conduct a recount, unless the (apparently) losing candidate formally grants the state a waiver. Whereas if the margin is more than 0.5%, then the (apparently) losing candidate can still demand a recount on condition that he or she does so promptly and posts a bond to cover the cost of the recount. (If the recount reverses the previously certified result, then the state bears the cost; else the bond is forfeited.)
It will be interesting to see how long Moore can continue selling the snake oil for donations theme of the impending ârecountâ, even though Alabama election law doesnât allow one. This may be his last opportunity to score some money from a political scam.

Last night Madow cleared up the issue of a paid recount. The idea apparently arose due to a misstatement on the part of the Alabama Sec. of State. Evidently, a paid recount is only possible for a state level election. There is no provision for doing one in a federal election (save for the 1/2 percent margin you noted).

Yes, I was going by what the Alabama Secretary of State had said, and so was Roy Moore.

Alabama law doesnât allow a recount unless the difference between the candidates is less than 1/2 of one percent.
And in federal races in Alabama, there is no legal way for Moore to contest the result, or to get a recount.
IF there was a provision that allowed it heâd still have to pay for it and itâs expensive and the GOP ainât gonna.
That is trueâ-except for elections for federal positions.
No recount, and no contesting the results, because itâs a federal election.
