So just to be the voice of I don’t know, skepticism, here when were these doctors contracted? How long has this been going on? Does anyone else get the notion that when Trump took over all agency heads were told to dump and previous administrations’ policy and procedure’s manuals?
Immigrants aren’t people. So you don’t have to be a real doctor to examine or treat them. Simple republican logic.
Also, it helps their narrative that immigrants are a diseased invasive species if we get sloppy about stuff like this.

The GOP says that government can’t work, and they seek office for opportunities to make that claim true. This is perhaps more of the same.

Not sure about that. I’d say Russia’s administration is more corrupt. I believe Soviet Russia was also extraordinarily corrupt, more than our current. And the US has previously had some pretty corrupt admins, although I do suspect Trump’s is the worst America has ever seen.
But DHS probably saved a lot of money on these Doctors - because no one else would hire them.
One reason why the VA has had trouble with appointment waits, etc, is that the VA is operating under strength w.r.t. staffing their medical system - they have to get special permission to offer medical professionals a competitive wage.
But DHS took a different route - Do you have a degree? Are you still breathing? Will you accept this salary? Ok - you’re hired!
