That is Trump is appointing people to positions to run government agencies with huge budgets whose only qualifications are that they will spend budgets so all the money winds up in Trump or a cronies pocket well ignoring or not performing the intended function of the agency. Trump is not the first Republican to do this, Bush Jr did the same an on almost the same scale. What really bothers is Republicans will then point to how bad, ineffective and corrupt is government as an excuse to gut programs for 99% of Americans well giving big tax cuts to 1%.
