(1) Committee on Ways and Means, Committee on Finance, and Joint Committee on Taxation
Upon written request from the chairman of the Committee on Ways and Means of the House of Representatives, the chairman of the Committee on Finance of the Senate, or the chairman of the Joint Committee on Taxation, the Secretary shall furnish such committee with any return or return information specified in such request, except that any return or return information which can be associated with, or otherwise identify, directly or indirectly, a particular taxpayer shall be furnished to such committee only when sitting in closed executive session unless such taxpayer otherwise consents in writing to such disclosure.

I am really glad I was not a lawyer in my working life.
Iāve looked but cannot find anything yet on any penalty for refusing to submit the tax form beyond something like being in contempt of Congress. But somewhere in the last few days I read or heard that arrest of the Secretary (Mnuchin) and/or the Head of the IRS is a possibility if the paperwork on trumpās taxes arenāt submitted to the committee. And that as president ā¦and because the IRS and Dept. of the Treasury are part of the executive branch, our current āoccupantā is also liable. Locating where I heard/read that is causing me to realize I have had a serious āsenior momentā. It used to be I could remember stuff like that quite easily.
Iāve been told everything Iāve said on this topic, how each party conducts itself, is contradictory. So you might want to disregard and wait till I come down fully on side or the other.
Mnuchin has NO STANDING in this concern! Why isnāt he swatted down instantly? Heās openly obstructing justice and should be arrested next week, if not sooner!

In addition to @bboerner excellent response, Dem Chair Neal has previously expressed that he is purposely going slow and limiting the years of tax return to 6, instead of 10 or 15 years so that there will be no opportunity for the courts to say that he did not allow enough time or the scope of the request was too broad.
It is infuriating, but the go slow, 2 letter, 2 deadline process is best in the long term.

I agree. Unfortunately the enforcement of Congressional Subpoenas was turned over to the DOJ 80 years ago. And I have no illusions that Roy Cohn Barr will find some excuse to justify why he would not enforce a CS to turn over Don the Conās tax records to Chairman Neal (Georgy Porgies DOJ did the same thing).
Perhaps it is time to bring back an old custom last used in 1934ā¦
