Initial witness reports not always completely accurate. If he had multiple weapons, it could in darkness seem like multiple people. Seems there were gun turrets in the van, so you could even hold two guns out (one in each hand) and fire.

I’d agree except in this case it wasn’t because of lack of effort on the cop’s part. The armored vehicle seems like it fufilled it’s purpose.
…and “accusing him of being a terrorist.”
And this sure showed them how wrong they were.
