In related news, “Pam Geller Film Productions” applied for a business license in Van Nuys, CA.

Unfortunately, I have to agree with this ruling.
All speech, even hateful, ignorant, willfully inflammatory speech is protected by the First Amendment unless it is used to cause direct bodily harm (i.e. Yelling “FIRE” in a crowded theater.)
This did not rise to that level (or sink to it as the case may be.)
No one has to “right” to “not be offended”.
