No. The rule would allow the president to request that certain funds be rescended. Congress would then need to approve the order. They would have 45 days or else things proceed as they would normally anyway.

Usually such requests are ignored by Congress. It is at best forcing Congress to consider something with regard to WH priorities.

The problem is that, should this be passed and rescind a chunk of the domestic funding, the Democrats would lose much of what they gained in the budget bill. Is this right?

The only way he’ll get a rescission is if it’s across the board and that means taking money away from the military.

A targeted rescission would not be very useful if it targets discretionary spending. As Krugman says: “Think of the federal government as an insurance company with an army.” Discretionary spending is peanuts. He won’t go looking for cash from the military. That means cuts in the social safety net. He’ll get zero dem votes and the carnage will all be on the Pubbies.

Sweet! Republicans get to vote to keep domestic spending going on popular budget items Trump wanted gone, then he eliminates them. It’s what the Freedom Caucus always wanted anyway. Trump takes the political heat off of them.

This is wrong. The House and Senate have to approve the rescission for it to take effect, but they are not forced to vote on it. Usually they just ignore such requests, but if they do that to Trump they’ll have to listen to him whine and bitch about how unfairly he’s being treated for 45 days.

Because there’s no way that having votes on which essential parts of the government to defund would amp up democrats’ intensity for the midterms…

I propose he requests an end to farm subsidies.

They would need Democratic votes in the senate to pass this cut to what we can assume would only be cuts on domestic spending, correct? If so, Trump is making republicans walk the plank in a sense by taking a vote on something that will never pass?

Sounds like Trump is perhaps just looking for cover for the budget he just signed. He’s been taking a lot of heat for it. This way he can place the blame on congressional republicans for not passing his rescission. He’d throw his own mother under the bus to save his ass.
