Aha. So this is why they say you should never hired a politician to be your lawyer! 
I think it’s inferred. “I didn’t have an affair.” “I’m not part of an NDA”. “I didn’t pay $130,000.” So on and so forth. He can’t claim the benefits of the NDA with also saying he didn’t know and didn’t have anything to do with it. Why would someone pay $130,000 if he didn’t do it, didn’t have anything to do with it, and so on…
But Mueller has some sort of proof and by seeing the questions, they now know it and they know Mueller is looking at it as a campaign finance violation. So now he has to admit he paid it back because then he can say it was personal funds and not campaign finance funds.
He’s screwed.
Trump thrives on not paying people he legitimately owes money to. And he has no qualms about taking people to court, either. Or tweeting insults.
And lawyers don’t fork over that kind of cash to just anybody telling stories about a client without the client’s knowledge.
Giuliani’s not very good at this.
Meanwhile, Mueller’s probably got records of all the payments and testimony from cooperating Trumpers and knows exactly what happened.

I don’t care for Giuliani, but he doesn’t have much choice. He has to lay the groundwork that it came from personal funds. This is probably the only way. You can count on the fact that Mueller has evidence of the payment and reimbursement, not G has to figure out how to make it a non-campaign finance payment.
Guys. Shut up for a minute and listen to me. You can’t talk your way out of a jam by explaining it eleven different contradictory ways. You can make a movie called Rashomon that way. But you can’t resolve a legal problem. It would have been better not to have committed the campaign finance violation in the first place. But failing that, the second best thing would be to at least remember you did that.
