I have only read about the indictment, but I suspect that this is literally true. That, of course, says nothing about how much Manafort and Gates know, and whether they will roll over and spill their guts, which is what Mueller must be looking for.

It boils down to this: the President of the US had as his campaign manager an alleged foreign agent who was allegedly laundering millions.

It may be literally true at the moment but it’s not politically true.
Remember when news broke that investigators are looking Tony Podesta’s connections to Ukraine/Russia? Republicans immediately started screaming that this was proof of Hillary’s corruption, merely because Tony’s brother was her campaign manager. Didn’t matter that (a) John Podesta was not even mentioned and (b) no charges have been brought against Tony.
Turn about is fair play.
One of the charges is failure to register as a foreign agent. Are these charges intended to squeeze Manafort, or Flynn? Flynn did the same thing. So he is either already cooperating or is currently shitting himself.

Indictments can be amended and extended to include other charges so this statement by the WH is irrelevant. Weak tea, too. As soon as it gets one inch closer to the WH, then watch how they react.
