It seems worse for the WH. Based on what I’ve read here, the entity making the security clearance request decides whether or not to approve the clearance. So was the clearance approved and waiting for the final paperwork to go through - if so who approved it? If not, why was he looking at classified info and being considered for a “promotion”?
