I’m not sure about Watergate, but I do know that Bill lost that ‘foot race’ against Paula Jones and that likely won’t be changing soon.
I think that Chaffetz is being investigated for leaking the letter to the media before the ink was dried. I also believe that Chaffetz is under investigation for his own private email server. LOL.
