§ 600.1 Grounds for appointing a Special Counsel.
The Attorney General, or in cases in which the Attorney General is recused, the Acting Attorney General, will appoint a Special Counsel when he or she determines that criminal investigation of a person or matter is warranted and -
(a) That investigation or prosecution of that person or matter by a United States Attorney’s Office or litigating Division of the Department of Justice would present a conflict of interest for the Department or other extraordinary circumstances; and
(b) That under the circumstances, it would be in the public interest to appoint an outside Special Counsel to assume responsibility for the matter.
Like Jason Chaffetz, little babies have no sense of object permanence; that is, the ability to conceive that an object continues to exist when not seen.

This is another thing that makes me wonder if there are really goods on this man and there was a deal cut between him and the law enforcement. He does and says some things that suggest there just might be, but so often quickly gets back to his usual asshole self which makes you think “Nah.”
Backups of digital are almost impossible to destroy, especially if efforts were made in advance to preserve them. Those memos are out there and they will surface.
This is just Chaffetz being the media whore he is, trying to grab some attention because he’s becoming irrelevant again.
