Nope, but the explanation is simply that ad-targeting algorithms (much like so many republicans) don’t understand the meaning of “no”. If some subject (or cluster of targetable words) comes up on a page, regardless of how negatively it’s portrayed, the ad targeter thinks that’s a good placement.
I mostly consider it a win-win – TPM gets the money, advertiser of pernicious stuff doesn’t get a sale.
