Congress has two houses, Collins can win the Senate, and the bill is never offered to the house. She gave up everything for nothing.
Thank God her seats up for reelection next year. Even if she decides to run for reelection and not for Governor, I think her seats doomed.

This is just posturing to make it seem she is bargaining.
No one who knows Yertle believes him or trusts him. Neither she nor he expects these promises to be met. They both are desperate to keep those donors donating.
