The mystery is why anyone on The Hill pays any attention to what Trump says, or tweets. Why do they think they need his blessing to pass legislation? If the House could cobble together an immigration bill that would pass, and the Senate then went along for the ride, would Trump veto a bill that he didn’t like? Is there any reason to think that? Guess how many bills Trump has vetoed so far. 
Don’t get me wrong - I’m perfectly happy to see Congress wrapped in knots by Trump’s wild, irrational gyrations. It means they can’t cause as much mayhem as they’d like to. But it makes no sense.
