We know that in a regime like Kim’s the buck stops with him. Anything that his regime does is his responsibility. So at the end what does it matter if he personally knew and approved. He is still responsible. We also know that Wambier wasn’t released promptly after he was injured.

‘After Trump’s initial assessment post-Hanoi that “I don’t believe [Kim] would have allowed that,” Trump tweeted in response to critics on both sides of the aisle, including Warmbier’s family: “Of course I hold North Korea responsible […] for Otto’s mistreatment and death.’

I’m still not clear on why this quote is being repeated by the media. (The WaPo presented it as Trump’s later “clarification.”) The issue is not whether North Korea is responsible for the death. Even Trump does not deny that. The question is whether Kim was personally aware and responsible. That quote completely sidesteps the question and therefore is irrelevant.
