I am not sure what he means by “protect the institution" It seems to me he is giving up, and
handing over control to the right wing nut jobs who will have no problem trying to wreck the
institution and his party in an attempt to get their own way.

The way I read the statement was that his departure protects the institution because he’s now able to do whatever the hell he wants without fear of reprisal from the crazies. He’s got a month, with the help of Pelosi, McConnell, and Reid, to pass all the must-pass legislation. By resigning, he can take all the power away from the Tea Party.
