Ignorance of the law is not a defense the last time I checked. And in my most humble opinion this is lying under oath…assuming Graham bothered to administer Barr the oath to tell the truth.
There are also several other instances in his testimony that are lies, Of course no one will actually have the intestinal fortitude to actually do something about this state of affairs.

Lying to Congress in testimony is a crime, regardless of whether an oath has been administered, so, yes, he broke the law.
